ROAD SAFETY GOAL IN SIGHT: TO RECUPERATE THE LOST TIMEthe delays of the past 10 years. The objectives of the Decade 2011-2020.

Italy has done much in these 10 years behind us, but it is still among the European countries further behind. Traffic accidents: 6,682 deaths in 2001, 4,731 deaths in 2008. For 2009 there are still no definitive data, but projections of the Ministry of Interior, which amounted to 4,066 dead in 2009 would be an exceptional figure, if confirmed, (almost 700 fewer deaths than the previous year so be that optimistic.). We would be less than 43% over 2001, and given close to half of the dead (2001-2010). But the first six months of 2010 also tells us that the dead begin to rise (on the highway system, to an alarming extent) and to stabilize with slight increases in the rest. We are, today, at the end of the decade, in the eighth place considering European countries 27, but in the tenth place in all Europe with 15 deaths for every 100,000 inhabitants.It is not a positive result. But how could it be different.Funding for road safety in general is almost inexistent. Finance laws in recent years committed paltry income (15/30 million), which are mostly unused or not spent by agencies: Municipalities and Provinces. The Italian state spends on road safety every year by 20 to 50 cents per inhabitant (the best performing in Europe are France and England, 25/30 euros per inhabitant). With only fines Italy collects over 33 euros per inhabitant, not counting the 10.50% of the health fees we pay to the RC Cars (insurance), which alone makes another 35 euros per inhabitant.Thanks to the road insecurity the state makes money Controls: We passed the million and 300 thousand checks a year. We shouted to success. France, England and Germany remain the best performing countries, they are close to us but they exceed the 5 / 7 million and have an effective use of technological equipment.Road safety is therefore a great social and political issue. In fact, it also relates to economic policy choices and to the type and quality of development. It takes in account the state of the cities (where half of the accidents and of dead occur mainly on the journey to work, they are 52%), of their infrastructure ill-kept and pollution produced by the road traffic (about 17 000 deaths per year, mostly in cities).There is a lack a coherent strategy to struggle against all forms of incidentally roads. There is a shortage of ideas, actions and coherent policies. There is no governance organ for road safety, to support the government, local authorities and economic and social organizations. To introduce an amendment to the Rules of the road it took 1218 days. One month after its entry into force try to "engage" the pedestrian crossings to cross a road (Amendment Art. 191 of the Code) to see if the cars stop and if there is a shred of authority that controls and sanctions. And victims are increasingly alone.
