The Estonian ministry of justice presented new proposals in October aimed at reducing repeat drink driving offences.
The measures, including tougher penalties, also include provisions for banned drivers to follow rehabilitation programmes and install alcohol interlocks.
The government is also considering extending responsibility for drink driving offences to passengers in the car, if proven that they knew the driver was over the limit.
