Dear Friends and Supporters,
This
month as our work expanded to several new regions, we have also focused
on deepening our scope of work across our program countries. The
Helmets for Kids program expanded into rural Thai Nguyen in Vietnam for the
first time,
providing helmets and education to community members, teachers, and
students in the region. AIP Foundation also completed road safety
knowledge teacher trainings at
four primary schools in Mandalay, Myanmar, concluding our first set of
Safety Delivered trainings in Myanmar. Our
Legal Development Program in Thailand signed a memorandum of understanding with five Thai road safety organizations to develop an innovative
“School Bus be Safe Care” project that focuses on school bus safety in Thailand.
We brought a series of summer road safety outreach events as part of our
Walk Wise program in China, engaging over
1000 people in five communities. Additionally, we partnered with members of the Transportation Working Group to conduct
40 driver interviews
in Bavet as a part of our growing factory worker program in Cambodia.
As always, our team has been working tirelessly to develop and implement
creative road safety solutions.

Safety Delivered road safety ambassadors from six project
universities in Ho Chi Minh City gathered in Binh Thanh District for a
gala dinner to celebrate their hard work and to renew their commitments
for the upcoming program period. AIP Foundation staff organized
interactive peer-to-peer activities for over 100 road safety ambassadors
and university coordinators including singing, dancing, games, which
tested participants’ road safety and
Safety Delivered knowledge, and a lucky draw. Clips were shown
featuring the direct and indirect contributions of road safety
ambassadors to the program and their success in bringing road safety
knowledge to young people across Ho Chi Minh City. Road safety
ambassadors from each university had the opportunity to present on
Safety Delivered activities and achievements and to reflect on
the most effective public awareness methods they developed as a team.
Gala attendees and AIP Foundation staff left the event re-charged and
ready to tackle road safety issues in innovative and collaborative ways.

100 teachers from four target schools in the Mandalay Region of Myanmar attended
Safety Delivered workshops held over two days. Training content
included basic road safety knowledge, correct helmet use, promotional
techniques and suggestions for class lessons. Discussions also covered
possible difficulties that teachers could encounter and how to
problem-solve. Teachers who attended the workshops left with confidence
in their abilities to organize extra-curricular activities for their own
classes.

AIP Foundation shares helmet law case study at UNITAR High Level Road Safety Conference in India

AIP
Foundation presented at The United Nations Institute for Training and
Research (UNITAR) “Road Safety High Level Conference” in Gurugram, India
on the topic of best practices in road safety policy and intervention.
AIP Foundation's Communications Coordinator Rhea Goveas presented the
case study of Vietnam's motorcycle helmet campaign and universal helmet
law, in the context of the HEAD FIRST: a case study on Vietnam’s
motorcycle helmet campaign report. The study revealed that an estimated
500,000 head injuries and 15,000 fatalities have been averted due to
increased helmet use over the last 10 years. The study also assessed
data from Viet Duc hospital in Hanoi and Hai Duong hospital in northern
Vietnam. It found that patient cases with severe brain damage reduced
from almost 21% in 2007 to 13.6% in 2016.
The
aim of the conference was to gather road safety stakeholders from a
variety of sectors to to exchange knowledge and discuss best practices,
leading to collaboration and implementation of targeted road safety
interventions in the city of Gurugram. Road safety advocates revealed
the Road Safety Learning and Partnership Platform, which is a global
collaborative initiative that aims to provide countries and key
stakeholders with road safety learning. The conference was held by
UNITAR in collaboration with the Ministry of Road Transport and Highways
of the State of Haryana and the Safer Roads for Gurugram Initiative.

Foundation and 15 youth road safety ambassadors from Thuy Loi
University in Hanoi joined the Asian Development Bank (ADB) on a road
safety data collection mission. The mission aimed to gather personal
safety data around Hanoi's Metro Line 3 in order to make development
recommendations to the government. Using the Safetipin App, the road
safety ambassadors rated the quality of parameters such as light,
security, footpaths, proximity to windows, crowdedness, and gender
disparities in order to create a safety score for a specific point on
the map.
The
mission spanned the week and consisted of manual walking audits,
progress updates, and night data collections, which involved taking
photographs of the road while in a vehicle to later be analyzed and
rated for safety. We joined ADB, Safetipin, AIESEC, the Ministry of
Transport, and other stakeholders at a project progress update meeting
to share experiences of the mission and next steps. The data collection
will conclude and be synthesized into a report and presentation that
will take place in the form of a youth forum in November.
The youth road safety ambassadors are a part of the
Safety Delivered program, our program collaboration with The UPS Foundation.

Safety Delivered builds capacity of primary school teachers to carry out road safety education

Forty-eight
teachers at Thanh Tri Primary School in Hanoi attended a teacher
training workshop. At the workshop, teachers learned useful information
about road safety, especially the importance of helmet use for both
children and adults, as well as strategies for teaching road safety
curriculum in the classroom.
After
the training, evaluations showed that the number of teachers who
received "excellent" or "good" scores in road safety increased from
42.9% to 90.9%. The teachers and school board agreed to continue
promoting road safety to students and their parents to ensure that they
are always protected by helmets when traveling on the road.
This
school is located along a main road with high traffic density of
shipping trucks, cars, and motorcycles, making it one of six target
Safety Delivered schools in Hanoi and Ho Chi Minh City. About
80% of students go to school via their parents' motorcycles, electric
motorcycles, and bicycles. The location of the school and method of
transport put the students at high risk of road traffic crash,
highlighting the need for education in the district.

Helmets for Kids expands road safety programs to Thai Nguyen

To
celebrate seven years of strong partnership between AIP Foundation and
Johnson & Johnson (J&J), and in response to the call for
“Traffic Safety for Children” from National Traffic Safety Committee
this year,
Helmets for Kids extended towards Thai Nguyen, a mountainous area located in the north of Vietnam.
Nearly
670 people attended a kick off event at Hoa Thuong 1 Primary School.
The ceremony welcomed some distinguished guests: Mrs. Trinh Thu Ha,
Deputy Chief of Secretariat from the National Traffic Safety Committee,
Mr. Duong Van Ba from the Ministry of Education and Training, Mr. Nguyen
Quang Trung from J&J Vietnam and other representatives from local
authorities and government.
“We are happy to see the long-term commitment and impact from Johnson & Johnson’s
Helmets for Kids program and local partners. The program
embraces such a meaningful message, through which we hope to raise
awareness of helmet use and basic road safety knowledge in primary
schools. By expanding the program towards Thai Nguyen this year, along
with various teacher training workshops,
“Helmets for Kids” program expresses its concern not only about
helmet standard quality but also Vietnam’s next generation. Active
participation from provincial departments and great support from Johnson
& Johnson are two keys factors to program success. ” said Mrs.
Trinh Thu Ha, Deputy Chief of Secretariat for National Traffic Safety
Committee.

"After six successful program years, Johnson & Johnson will continue to support
Helmets for Kids in Gia Lai, Yen Bai and Quang Nam, and will
begin work in Thai Nguyen for the first time in 2018. The total number
of donated helmets is 5,075 towards 31 schools across Vietnam.
The
kick-off ceremony was held in Hoa Thuong 1 primary school, Dong Hy
Commune, Thai Nguyen with the attendance from representatives of four
program schools, national and provincial government representatives and
the media. During the helmet handover ceremony, students from Hoa Thuong
1 Primary School were given instructions on the three ways to correctly
wear a helmet by AIP Foundation staff and Johnson & Johnson
representatives on stage."

Factory worker transportation research ongoing in Bavet

Buses are slowly replacing flatbed trucks as worker transportation vehicles in Bavet, Cambodia

AIP
Foundation staff accompanied researchers from the Center for Policy
Studies (CPS) and the Solidarity Center to 40 driver interviews in
Bavet, Cambodia where the introduction of buses for transporting factory
workers is slowly starting to replace flatbed trucks as the main means
of collective transport. The town of Bavet borders Vietnam and includes a
Special Economic Zone. The interviews are part of a larger research
project, which commenced in 2017, with 600 truck drivers across eight
provinces in Cambodia.
The
objective of the research is to inform the industry, policymakers and
stakeholders of the current challenges and opportunities to improve the
transport situation for commuting workers – including the potential role
of driver associations and Trade Unions. This research will contribute
to the body of knowledge and initiatives supported by the Transportation
Working Group (TWG) – a group of garment and footwear brands and
concerned stakeholders, including the Solidarity Center, who are
collaborating to find ways to improve transport safety for commuting
workers. With the support of the TWG, AIP Foundation is implementing a
12-month pilot program at five factories, which aims to improve
transport safety for commuting workers.
The
TWG seeks to better understand the informal system of collective
transport providers and document the issues facing drivers who transport
commuting workers of the garment and footwear sector. In Cambodia there
are approximately 4,500 collective transport vehicles, many of them are
flatbed trucks, providing transport to more than 200,000 workers every
day. In the 12 months between July 2017 and July 2018, Cambodian media
reported 6 deaths and 503 injuries involving garment and footwear
workers, most of them involving unsafe and over-crowded trucks.

Street Wise organizes road safety field days at Thai primary school

Last
week, AIP Foundation organized extra-curricular activities at Muang
Singhanakhon Municipal 1 (Ban Yang Ngam) School in Songkhla province for
389 students, road safety ambassadors, and teachers from 6 project
schools as part of
Street Wise, Phase III. The activities included simulation
exercises designed to help kids as well as adults learn how to stay safe
on the road. Additionally, students participated in road safety games
and outdoor activities.
The
Street Wise Phase III project, implemented in 11 schools and
supported by Chevron Thailand., aims to improve the road safety
knowledge and skills of students, parents, teachers and community
members in Songkhla province.

Legal Development Program's school bus safety project signed off by leading Thai organizations

Four months after the
Legal Development Program's Seminar on
School Bus Safety and Standards,
five organizations including the Department of Land Transport (DLT),
the Ministry of Education, the National Electronics and Computer
Technology Center (NECTEC), the Road Safety Group Thailand, and
Taxi-Beam met to sign a memorandum of understanding (MoU) to collaborate
on the “School Bus be Safe Care” project.
The
five organizations will work together under the “School Bus be Safe
Care” project to establish appropriate safety requirements for school
buses, set up participatory school bus management, and develop a school
bus tracking system. They will also launch a new model for school bus
management called the Chanthaburi School Bus Pilot Project in
Chanthaburi province later this year and eventually expand it to other
provinces.

Helmets for Kids trains parents and students on road safety knowledge at two Thai primary schools

AIP
Foundation returned to Nakhon Si Thammarat province this week to
provide road safety training to 210 parents from two of our
Helmets for Kids program schools. The training, which was
presided over by Chief of Tha Pair Subdistrict Municipality Jarun
Jiajirapattanan, focused on helping the parents learn about the program
and assess common everyday risks when using the road and how to reduce
those risks. Additionally, the program also provided quality helmets to
20 model parents, who committed to always wearing their helmets when
riding motorcycles.
After
training their parents on Sunday, AIP Foundation, together with Nakhon
Si Thammarat Provincial Police and the Provincial Land Transport Office,
organized extra-curricular activities for 369 students in Nakhon Si
Thammarat province. The activities aimed at helping students refresh
their road safety knowledge including common everyday risks when using
the road, road rules, and traffic signs.
The
Helmets for Kids program, implemented in Nakhon Si Thammarat province, is supported by Chevron Thailand.

Legal Development Program attends annual BIGRS workshop in Beijing

Legal Development Program members and AIP Foundation attended
the Bloomberg Initiative for Global Road Safety (BIGRS) workshop
“Improving Road Safety Legislation” in Beijing.
Throughout
the four-day workshop, which focused on “Safe Systems Approach,”
participants worked in groups to identify in-country opportunities for
long term capacity building and to develop action steps for 2019.
Additionally,
LDP gave a presentation on its work and achievements at the workshop.
LDP Thailand is a collaboration between the AIP Foundation and
the World Health Organization aiming to reduce road crash injuries and
fatalities through legislative improvement, supported by the Bloomberg
Initiative for Global Road Safety (BIGRS).

Walk Wise organizes road safety education programs in five communities across China this summer

This summer, we launched a series of community road safety outreach events beginning in mid-July as part of our
Walk Wise program in China. By the end of August, we held four
events in five communities in Nanba Town and the greater Xuanhan County
in Sichuan Province.
The
safety director of Nanba, Mr. Yang, and Nanba police officers
facilitated the community events, which started with speeches from the
representatives of local government that focused on the importance of
road safety in daily activities. Following the speeches, we gave an
introduction of the
Walk Wise project in Nanba, which highlighted the structure and importance of project activities during the last school year.
At
the events, two students from Kunchi Middle School shared their photo
voice projects from the spring semester, which depicted their
perspectives of traffic situations and road environments near their
homes and schools. Additionally, road safety education videos were
screened and attendees played trivia games relating to road safety.
This fall, we will organize two more events during the semester to engage additional communities of the
Walk Wise program.
