Global commitment and local action
The Alliance’s vision is for a world where every person has access to
safe, affordable, accessible, and sustainable mobility, and where no one
dies or is seriously injured as a result of a road crash. Our
strategy, From Global Commitments to Local Delivery, reflects the role of road safety NGOs in achieving that vision.
The Alliance Chapters are an example of our global and local approach.
The First Latin America Regional Meeting of the Global Alliance of NGOs
for Road Safety (Regional Meeting) held this month, has been a landmark
for the Chapter that we launched in the region two years ago. It has
enabled Latin American members of the Alliance to go deeper in their
collaboration together, exploring the common challenges and responses
that are specific to the region. We are proud to be a convener of an NGO
network that is credible, collaborative, and committed to
people-centered, evidence-based solutions.
We now look ahead to the next key road safety milestone, the 4th Global
Ministerial Conference on Road Safety (Ministerial Conference), where
global momentum must lead to local, evidence-based action in every
community, city, and country. In the lead up, NGOs are pushing,
alongside UNRSC partners, for meaningful government commitments. When
the conference is over, they will continue advocating to ensure that the
momentum is maintained and commitments are fulfilled.

Regional Meeting: a milestone for the Latin America Chapter
“The Regional Meeting was an excellent opportunity to connect with other
organizations in the region and be trained and updated on new trends
and best practices in safe mobility in Latin America.” — Martín

The Regional Meeting held this month in Mexico City, Mexico, represented
the culmination of two years of collaboration and network-building
since the Alliance’s Latin America Chapter was launched in 2022.
The Regional Meeting was attended by 163 people from 20 countries,
including 39 member NGOs from 15 countries, plus government officials
both from Mexico and from other countries in the region, UN agencies,
international experts, and corporate sector funders.
Highlights
- A regional symposium featuring international experts from government, multilaterals, private sector, and NGOs;
- Presentation of the regional Call to Action, defined by members in 2022 and updated in the lead up to the Regional Meeting;
- The No More Road Deaths Movilitour commemorating World Day of Remembrance for Road Traffic Victims;
- Member-led workshops to share experiences and solutions;
- A Chapter Meeting to strategize for the upcoming Ministerial Conference and the evolution of the Chapter;
- A working artist interpreting the key themes of the meeting into a painting.

Symposium: contextualizing road safety in Latin America
“We need to educate our politicians. We need to hold them accountable.
Nothing undermines safety more than a law that is not enforced.” — Mary

Symposium.
Regional experts considered the distinctive issues facing road users in
Latin America, including motorcycle helmet laws and speed
limits. Panelists explored where Latin American countries are doing
well, where efforts are lagging, and how to accelerate action in those

The Symposium culminated in presentation of the recently updated Latin
America regional Call to Action, written in consultation with Alliance

World Day of Remembrance: Movilitour lights up Mexico City
Sunday 17 November marked World Day of Remembrance for Road Traffic
Victims, a key date for road safety NGOs around the world. View our

During the Regional Meeting, the Federación Iberoamericana de
Asociaciones de Víctimas Contra la Violencia Vial (FICVI) and
the Coalición de Movilidad Segura led the No More Road Victims Movilitour in commemoration of the World Day of Remembrance.
Participants used different modes of sustainable transportation to tour
emblematic places in the historic center of Mexico City, including El
Zócalo, the Angel of Independence, and the Palace of Fine Arts, which
were illuminated in yellow to commemorate road victims.
“To show that it is possible to move safely in different ways, many of
them healthier and more sustainable, we decided to organize the
MoviliTour #NoMásMuertesViales showing the advances and challenges of
Mexico City's transportation system,” explained Areli Carreón, Bicitekas
A.C. “Across Latin America we remember the victims and work to ensure
that never again will other people suffer these unjust deaths that we
know how to prevent.”

NGO-led sessions sharing evidence-driven advocacy

The last two days of the Regional Meeting enabled NGOs to take
inspiration from the Symposium and share practical, concrete experiences
from their work. Member-led workshops covered advocacy for speed
management, motorcycle helmets, safe infrastructure, post-crash
response, public transport and gender, and strategic communication. Read

Safety is our right: Yesterman's painting for the Regional Meeting

The Regional Meeting featured a working artist, Yesterman, who
translated key NGO advocacy messages into a giant painting. Yesterman’s
painting featured the Decade of Action for Road Safety 2021–2030 colors,
Alliance Priority Interventions that protect pedestrians and cyclists,
doodles representing road users, and slogans in English and Spanish
related to key campaign messages, including #RethinkMobility,
#MakeitSafe, and #SafetyisOurRight.

Mobility Snapshot: changes implemented in Neuquén, Argentina
Mobility Snapshot advocacy in Argentina has led to the installation of a
new pedestrian walkway, crossing, speed bumps, and updated road signage
at an intersection in Neuquén.
Alliance member Bien Argentino selected its Mobility Snapshot
intersection because of the mix of road users using it. Motor vehicles,
bicycles, and pedestrians all pass through the intersection, as well as
70 buses an hour, plus a train line with a level crossing. Having
analyzed the intersection, Bien Argentino launched an advocacy campaign,
holding meetings with the Secretary of Mobility and the Area
Coordinator of the province. It then met with technicians, architects,
and engineers from the municipality’s Road Observatory and analyzed the
Star Rating Mobility Snapshot recommendations with them. The
interventions have now been implemented.
“The Mobility Snapshot gave us the evidence to advocate for real change
with decision-makers, focusing on the need to protect our children and
all citizens who use this road daily,” said Sandra Torres, Bien
Argentino. “Our goal is that everyone returns home safe, so no one else
has to endure the loss that victims' families have faced.”
