Η ΕΥΘΥΤΑ ΡΟΔΟΥ- ΠΑΡΑΤΗΡΗΤΗΡΙΟ ΟΔΙΚΗΣ ΑΣΦΑΛΕΙΑΣ

Εταιρεία Υποστήριξης Θυμάτων Τροχαίων Ατυχημάτων είναι ένας Μη Κερδοσκοπικός, Μη Κυβερνητικός Οργανισμός, στο χώρο της Οδικής Ασφάλειας.
Στη Ρόδο λειτουργεί από τον Ιούνιο 2004 , πρωτοβουλία της Προέδρου Καρύδη Ελένης, θύμα τροχαίου ατυχήματος, μετά από τον χαμό του γιου της Δημήτρη 19 χρόνων στις 12 Φεβρουαρίου 2002, πλαισιωμένη από επιστήμονες, θύματα, συγγενείς τροχαίων δυστυχημάτων και ευαισθητοποιημένα άτομα στο θέμα της Οδικής Ασφάλειας.
Είναι μέλος:

-Της Ευρωπαϊκής Ομοσπονδίας Θυμάτων Τροχαίων Ατυχημάτων-FEVR (Σύμβουλος του Ο.Η.Ε και του Π.Ο.Υ)
-Υποστηρικτής της Παγκόσμιας Οργάνωσης « MAKE ROADS SAFE »
-Το 2008 υπέγραψε την Ευρωπαϊκή Χάρτα Οδικής Ασφάλειας, για λιγότερα θύματα με την υποστήριξη της Ε.Ε.
-Αρωγό μέλος του Ε.Δ.Ι.ΠΑ.Β (Εθνικό Δίκτυο Πρόληψης Ατυχημάτων , συμπεριλαμβανομένων των τροχαίων)
-Μέλος της Διακομματικής Επιτροπής Δήμου Ρόδου
-Ιδρυτικό μέλος του Πανελλαδικού Συλλόγου

+Η υποστήριξη των θυμάτων των Τροχαίων Ατυχημάτων από ομάδα συμβούλων ( νομικών, ιατρών, ειδικών εμπειρογνωμόνων, συγκοινωνιολόγων, μηχανολόγων, εκπαιδευτικών, ψυχολόγων, κοινωνικών λειτουργών ).

+Η ανάπτυξη αλληλεγγύης μεταξύ των θυμάτων των Τροχαίων Ατυχημάτων( ηθική υποστήριξη ).

+Η οργανωμένη παρέμβαση και η κοινωνική πίεση προς τους φορείς της πολιτείας, για τη βελτίωση της οδικής ασφάλειας και την μείωση των τροχαίων ατυχημάτων.

+Η υποστήριξη η ανάληψη και προώθηση δραστηριοτήτων σε θέματα τα οποία προάγουν την οδική ασφάλεια, την κυκλοφοριακή αγωγή, την έρευνα, την ενημέρωση , την ευαισθητοποίηση των πολιτών των ιδιαίτερα ευάλωτων ηλικιών (μαθητών, ηλικιωμένων).

Η ΕΥΘΥΤΑ ΡΟΔΟΥ, διαθέτει ένα τεχνοκρατικό πυρήνα από επιστήμονες- μέλη διαφόρων κλάδων ( Υγειονομικούς, Νομικούς, Εκπαιδευτικούς, Μηχανολόγους- Μηχανικούς, Πραγματογνώμονες, Συγκοινωνιολόγους, Οικονομολόγους, Αναλυτές Η/Υ, Ψυχολόγους, Κοινωνικούς Λειτουργούς).

Η ΕΥΘΥΤΑ ΡΟΔΟΥ, συμβάλλει δραστικά στην ενημέρωση των πολιτών για την Οδική Ασφάλεια, την πρόληψη και την μείωση των τροχαίων ατυχημάτων και παρέχει σε μόνιμη βάση Νομική, Ιατρική, Ψυχολογική και Κοινωνική Υποστήριξη σε θύματα και συγγενείς θυμάτων Τροχαίων Ατυχημάτων όταν αυτή ζητηθεί.

Η ΕΥΘΥΤΑ ΡΟΔΟΥ, έχει διοργανώσει εκδηλώσεις ( Ημερίδες, Έκθεση φωτογραφίας , Δράσεις σε ανοικτούς χώρους, Διδασκαλία σε Σχολεία Α/ας και Β/ας Εκπαίδευσης, Σεμινάρια σε κέντρα εκπαίδευσης νεοσυλλέκτων, Ενημερωτικές ομιλίες σε Δήμους της Ρόδου) στο πλαίσιο της ενημέρωσης των πολιτών σε θέματα που προάγουν την Οδική Ασφάλεια και έχει κάνει ουσιαστικές παρεμβάσεις στους φορείς σε θέματα Οδικής Ασφάλειας.

Έχει εκδώσει ενημερωτικά έντυπα με έγκυρη επιστημονική πληροφόρηση σε θέματα Οδικής Ασφάλειας.

Η ΕΥΘΥΤΑ ΡΟΔΟΥ, πιστεύει ότι για την επίτευξη αποτελεσμάτων χρειάζεται δραστηριοποίηση από τους πολίτες, υποστήριξη από τον κρατικό μηχανισμό και αλλαγή της αρνητικής νοοτροπίας στοιχεία που θα μας βοηθήσουν να απαλλαγούμε από την ιδιότητα της Ευρωπαϊκής χώρας με μεγάλο αριθμό Θυμάτων Τροχαίων δυστυχημάτων και με επικίνδυνους δρόμους για ασφαλή οδήγηση.

Campaigning

MEPs back lifesaving vehicle standards
In the news this week was the story that the EU is mandating speed limiting technology (known as ISA) on all new vehicles from 2022. This is part of a historic package of measures on vehicle safety standards, with estimates suggesting these will prevent 25,000 deaths and 140,000 serious injuries on roads across the EU in the 15 years after coming into force.

The EU provisionally agreed the deal this week and it is expected that UK government will adopt these measures, regardless of Brexit.
Our recent report with Direct Line found that nine in 10 UK drivers wanted car safety standards, post-Brexit, to remain as high as those across the EU, strongly supporting this argument.

Public Health England recommendations to tackle air pollution

Public Health England has made several key recommendations to tackle air pollution in the UK. The recommendations include redesigning cities so people aren't so close to highly polluting roads by, for example, designing wider streets or using hedges to screen against pollutants; and investing more in clean public transport as well as footpaths and cycle paths.

People should be free to move in a safe and healthy way every day and on every journey and this includes ensuring the air they breathe isn’t polluted.

Policy: European leaders agree to lifesaving vehicle technology
From 2022, all new cars, vans, lorries and buses sold in Europe will be fitted with a range of lifesaving vehicle safety features, according to a provisional agreement between EU institutions.

Vehicle manufacturers will be required to fit technology that helps prevent crashes, such as autonomous emergency braking and intelligent speed assistance, in all new vehicles as standard. A new ‘direct vision’ standard will enable lorry and bus drivers to have a better view of other road users around their vehicle.

Experts believe the measures provide the biggest leap forward for road safety this century, perhaps even since the introduction of the seatbelt.

The standards still need formal approval from the European Parliament and EU Member States.

Policy: UN road safety strategy embraces Safe Systems approach
A new road safety strategy from the United Nations embraces the Safe Systems approach to reducing road risk and emphasises the need to manage the relationship between speed, vehicles, roads and road user behaviour in an holistic manner.

A partnership for safer journeys’ underlines the commitment from all UN organisations to a single road safety vision – to prevent deaths or serious injury from crashes involving UN vehicles and/or staff.
Initiative: Vietnam commits to crash prevention goals at first Round the World Roundtable
Vietnam has committed to increase cycle helmet wearing among children at the first Round the World Roundtable event in Hanoi, Vietnam, earlier this month.

The Vietnamese government also agreed to enforce compliance with quality standards for cycle helmets, and ban counterfeit helmets that do not meet the required standards.

The UPS Foundation, a founding member of the roundtables initiative, has pledged that it would donate US$1 million to support child helmet use and increase road safety skills and awareness in Vietnam, Thailand and other countries in Southeast Asia.

Round the World Roundtables are organised by the Global Alliance of NGOs for Road Safety to encourage and support commitment to UN road safety performance targets. 

Sustainability

Policy: Safer roads for cyclists and pedestrians
The United Nations Environment Programme (UN Environment) has urged governments in developing countries to invest in pedestrians and cyclists, to save lives, protect the environment and improve air quality.

In its annual report for the United Nations Share the Road programme, UN Environment recognised that the mobility needs of people who walk and cycle often go overlooked, and highlighted an urgent need for infrastructure developments to encourage people to choose healthier transport alternatives instead of driving.

Event: The Partnership for Clean Fuels and Vehicles

Nearly 40 members of the Partnership for Clean Fuels and Vehicles (PCFV) met in Paris this month to review progress in promoting cleaner fuels and vehicles in low- and middle-income countries.

Attendees said they were satisfied with progress made in to introduce cleaner fuels in many developing countries, but voiced concerns that the pace of introducing cleaner vehicle technologies was too slow.

Hosted by UN Environment, the meeting brought together partners from the oil and vehicle industry, non-governmental organisations, academia and representatives from developed and developing countries. Stakeholders also discussed the need for a joined-up approach to align PCFV goals with targets to address climate change.
 
Policy: Air quality and public health
Public Health England has made recommendations to tackle air pollution
in the UK, which is estimated to contribute to between 28,000 and 36,000 deaths every year.
The recommendations emphasise the importance of redesigning cities to support active and sustainable travel, and encouraging the uptake of low-emission vehicles, so that people can live and travel in a safe and healthy environment, free from harm from road traffic and air pollution.

Vehicles

Initiative: Independent vehicle emissions testing
A new independent vehicle testing programme will provide information
about the emissions and efficiency of vehicles on sale in Europe.

Green NCAP, hosted by Euro NCAP, will carry out laboratory-based and on-road tests to determine the quality of emissions and sustainability of the vehicle. Vehicles will be given a star-rating between zero and five (from worst to best) to highlight poor performance or recognise manufacturers whose vehicles reach standards beyond the minimum legislative requirements.

Star-ratings for 12 new vehicles were announced at the launch of programme.

Initiative: Connected and autonomous vehicles

Road safety experts and representatives from the vehicle manufacturing industry have created an online platform to give road safety experts information about connected and autonomous vehicles (CAVs) being trialled for road use.

The result of a collaboration between stakeholders including RoadSafe, TRL and the Road Safety Foundation, the CAV Safety Hub will provide insights into how CAVs operate and interact with other road users, dispel common misconceptions and share updates on CAVs from around the world.

GLOBAL MEETING: TWO WEEKS TO GO!
From global commitment to local action: the end of the Decade of Action is nearly here, but its targets will not be achieved. The Sixth Global Meeting is our opportunity as NGOs to explore what progress has been made and what now must be done to increase momentum for road safety, including extending SDG 3.6 to 2030.

The Global Meeting agenda features workshops and discussions that will equip NGOs to be ready for the next steps in the run up to the UN Global Road Safety Week and the 3rd Global Ministerial Conference on Road Safety, in Sweden next year. STOP THE CRASH COMES TO CRETE 
Towards Zero Foundation, cohosts of the High-Level Symposium at the Global Meeting, will run a Stop the Crash demonstration of the autonomous emergency braking (AEB) system in Chania on the day of the symposium. The demonstration will show how AEB can help drivers avoid or mitigate collisions with other vehicles or road users.

Stop the Crash, a multi-stakeholder partnership, campaigns for AEB and other key vehicle safety technologies to be implemented more widely around the world. Read more HERE.

ETSC welcomes provisional deal on new vehicle safety standards

Brussels – New cars, vans, lorries and buses sold in Europe will be fitted as standard with a range of new vehicle safety features, starting in 2022, according to a provisional EU deal on the legislation reached last night in Strasbourg.

The new rules include requirements for new technologies, such as Automated Emergency Braking which can detect pedestrians and cyclists, as well as overridable Intelligent Speed Assistance, to be fitted as standard for the first time.  New lorries will be required to have improved levels of “direct vision” to give drivers a greater chance of seeing vulnerable road users such as pedestrians and cyclists around the vehicle.

The legislation also tackles drink driving, making it easier to retrofit an alcohol interlock device – a technological solution for tackling repeat drink driving in use in a number of EU Member States. 

New vehicles will also be required to be fitted with Electronic Data Recorders that store vital data on the car’s status in the moments immediately before a collision.  Such information is vital to understanding why crashes occur and for preventing future collisions.

Negotiators from the European Parliament and European Commission agreed with representatives of EU Member State governments last night on the final shape of the regulations first announced by the European Commission in May last year.  However the negotiated deal is provisional and still subject to formal votes in the European Parliament and by EU Member States.  Due to European Parliamentary elections in May – this process could still take several more months.

Commenting on the provisional deal, Antonio Avenoso, Executive Director of the European Transport Safety Council (ETSC) said:
“There have only been a handful of moments in the last fifty years which could be described as big leaps forward for road safety in Europe.  The mandatory introduction of the seat belt was one, and the first EU minimum crash safety standards, agreed in 1998 was another.  If yesterday’s agreement is given the formal green light in September, it will represent another of those moments, preventing 25,000 deaths within 15 years of coming into force.

“Although this legislation was many years in the planning stages, there has been relatively little time for political discussions over its final shape. We would like to pay tribute to the MEPs and representatives of the Commission and Member States that have worked tirelessly to get a deal done before the big changeover at the European Parliament and European Commission this summer.  In particular the Romanian EU presidency, European Commissioners Elżbieta Bieńkowska and Violeta Bulc, and the Polish MEP Róża Thun deserve recognition for their commitment to seeing this legislation through."
