Accountability and commitment
NGOs are tasked in the Global Plan for the Decade of Action for Road
Safety 2021–2030 (Decade of Action) to ensure government accountability.
This is an important role. Accountability ensures that commitments
become implementations and that road safety solutions
are evidence-based, relevant to people's realities, and funded.
The Alliance Accountability Toolkit, which received a Prince Michael
International Road Safety Award last week, provides a tangible framework
for keeping governments accountable. It enables NGOs to scrutinize
government targets and activities and to bring evidence to the
decision-making table.
The Toolkit has been the product of a number of years' work by the
Alliance, starting in 2019 as we grappled to work out why so many road
safety commitments were not being fulfilled. Our first Commit to Act
campaign and Round the World Roundtables were the test ground. NGOs
advocated to their governments for commitments that were actionable.
This meant they needed to be specific, evidence-based, financed, and
measurable. Other milestones helped to refine how NGOs could push for
strong commitments, including the #Love30 campaign in 2021, advocating
for 30 km/h limits where people live, work, and play. The
campaign demonstrated the power of a single, evidence-based ask. When
the Accountability Toolkit was launched in 2023, it built on the
successes and failures of those four years of learning. It brought a
well-researched structure to NGOs' advocacy and a set of practical tools
that they could use to ensure accountability for commitments.
NGOs pioneering the Toolkit through the Alliance Incubator report how it
has increased their credibility with government officials, enhanced
the efficiency and effectiveness of their advocacy, and given clarity on
the roles and responsibilities of different stakeholders.
As the 4th Global Ministerial Conference on Road Safety (Ministerial
Conference) approaches, the Toolkit stands NGOs in good stead to push
for evidence-based commitments, assess those commitments that have been
made, and support their governments to ensure they are implemented.

Alliance wins prestigious award
The Alliance was proud to be awarded the Prince Michael International
Road Safety Award for the Accountability Toolkit at a ceremony in
London, UK, last week.
“I am impressed by the detailed approach being taken through the
Accountability Toolkit and the successful reach of this important
resource to support NGOs in their important role of advocacy,” said His
Royal Highness Prince Michael of Kent, presenting the award. Read the

We would also like to congratulate the Alliance members and others

received the Premier Award; Automobile Club of Moldova (ACM); Forum for

2024 highlights
Throughout 2024, as NGOs have been preparing for the Ministerial
Conference, Alliance activities have helped to spotlight the realities
of people's daily journeys around the world and the evidence-based
solutions to make those realities safe. We have equipped NGOs with tools
and initiatives to support them in advocacy and to push for
accountability. Key highlights include:
- A Prince Michael International Road Safety Award for the Accountability Toolkit;
- The launch of the Toolkit in Spanish;
- 118 Mobility Snapshots in 44 countries showing the realities of people's journeys;
- The Alliance’s First Latin American Regional Meeting;
- Research on an enabling environment for NGOs in Africa leading to development of an Enabling Environment Framework;
- Seven Incubator NGOs pioneering the Accountability Toolkit and advocating for policy change for evidence-based interventions;
- A 9% increase in members since 2023;
- Stronger organizational governance
through amendment of our bylaws, implementing policies, and election of
two new board members during our General Assembly 2024.

2025: Ministerial Conference and beyond
The Ministerial Conference will be the global road safety key milestone
for 2025. What happens during and after it will be significant in
setting the agenda for the second half of the Decade of Action. Join us
in preparations:
- On 27 November 2024, WHO and the
Government of Morocco hosted an online town hall to brief stakeholders
ahead of the Ministerial Conference. Check out the session recording HERE. A second town hall will be held 22 January 2025.

Alliance in Marrakech
As the Ministerial Conference draws nearer, check out the Alliance's
activities in Marrakech. Please join us if you are attending the
conference, and let your delegations and other attendees know.
- 17 February 9:00–14:00 From commitments to accountability NGO Symposium: The
Symposium will explore how to make road safety commitments meaningful
and actionable. It will consider the roles of different stakeholders and
how to overcome the funding barrier that is often the limiter to
implementation of commitments. Register HERE.
- 17 February 14:00–16:30 From inspiration to solutions NGO regional meetings: These meetings will enable Alliance members to discuss in more depth how to put insights from the Symposium into action.
- 17 February 17:30–18:00 Civil society call to action:
On the eve of the conference, we will hold a symbolic call to action
event, urging strong, actionable commitments and accountability to
implement them.
- 18–20 February: Solutions and realities: making commitment practical:
The Alliance's booth in the conference exhibition will showcase the
realities and solutions to make people's journeys safe, highlighted
through the Mobility Snapshots and helmet consultations, plus
demonstrations and events.
- 19 February 7:30–8:45 Helmet realities and solutions: safe, affordable helmets for all side event:
This session will explore issues raised in the Alliance's white paper
to be launched for the Ministerial Conference, by hearing from some of
the NGOs and experts who contributed to its development.
- tbc How to look good and be good: why accountability matters parallel session: The Alliance has been invited to lead a session on accountability as part of the main conference program.
- 20 February 14:00: Preparing for accountability NGO debrief: Straight after the conference, we will host NGOs for a debrief session to discuss next steps after the conference.

Sign the open letter
We have collaborated with civil society organizations from the UNRSC
on an open letter published ahead of the Ministerial Conference, calling
on national and global leaders to:
- Prioritize road safety funding at national and international levels;
- Implement evidence-based interventions,
including infrastructure improvements, speed management, and enhanced
protection for pedestrians and cyclists;
- Engage civil society, especially youth, road victims, and NGOs, to ensure diverse voices are included in road safety decisions;
- Commit to specific, measurable actions
to be presented at the upcoming 4th Global Ministerial Conference on
Road Safety in Marrakech, Morocco;
- Now is the time to act: we stand ready to support leaders in achieving safer, sustainable mobility for all.

Accountability Toolkit now in Spanish
The
Accountability Toolkit was launched in March 2023 to give road safety
advocates a tangible framework to track government accountability for
reducing deaths and injuries by 2030. We are delighted now to be
launching it in Spanish, spoken by 20% of our member NGOs.
“The Accountability Toolkit is a great tool to identify how far we have
progressed as a country/city in road safety issues. It allowed us to
assess what are the priority interventions to implement and what
concrete commitments exist to work on road safety in our environment.
This has also served as motivation for us to take our work to the next
phases: commitment and implementation,” says Pamela Naranjo of Alliance
member NGO Movidana in Ecuador. “The Spanish version of this tool will
certainly be an enabler for its use in Latin America and will encourage
more NGOs to follow up with their decision makers.”

Mobility Snapshot leads to speed reduction in Harare
“We chose this intersection because it was newly reconstructed and while
it brought infrastructural improvements for motorized vehicles, it left
pedestrians and cyclists behind. Key safety facilities such as
pedestrian crossings, traffic calming measures, cycle tracks, and
walkways were completely absent,” says Sam Nyaude, Road Safe Zimbabwe
Trust.
Mobility Snapshot advocacy in Harare, Zimbabwe, has resulted in speed
reduction from 85 km/h to 40 km/h at the intersection of Nemakonde Way
and Girton Road. Government authorities have also installed speed bumps,
pedestrian crossing, and road signage at the intersection. The changes
achieved resulted from continuous engagement through consultative
meetings between Road Safe Zimbabwe Trust and government authorities.
While the NGO had already obtained commitment from the government to
improve the intersection, it took a devastating turning point for
government into spring to action. A mother attempting to help her child
cross the intersection was fatally struck by an oncoming vehicle.
“Every delay puts lives at risk. The loss of a parent and the countless
near misses at Nemakonde Way emphasize why we cannot wait for more
tragedies to occur before we act,” says Sam. Read more HERE.
