Dear Friends and Supporters,
This month has been incredibly busy as we enter back-to-school season in many of our program countries. AIP Foundation’s
Safety Delivered program celebrated several large achievements from hosting
our first helmet handover ceremony in
Mandalay, Myanmar - where we've seen helmet wearing rates increase from
2.7% to 57.9% - to organizing a distracted driving
parade attended by 1,000 students in Ho Chi Minh City.
We took our first steps towards improving road safety for families in Preah Sihanouk Province, which is the site our
Helmets for Families programs in Cambodia. We partnered with TAL Apparel for the first time to
bring 500 helmets to primary school children in Vinh Phuc, Vietnam. We also held a stakeholder meeting of the
7% Project with our partner Save the Children. This year’s
program will encourage helmet use in eight districts of the Bangkok
Metropolitan Area.

AIP Foundation staff build capacity to implement child road safety programs at a workshop in Hanoi
15-17 October, 2018 – Hanoi
AIP
Foundation's Vietnam program staff joined attendees from the National
Traffic Safety Committee and several other international NGOs at a
three-day workshop supported by the Global Road Safety Partnership
(GRSP), with financial assistance from Fondation Botnar in order to
build capacity to implement adult and child road safety projects in
Vietnam. The training topics included international good practice
principles for child road safety education, existing national traffic
safety education at primary and secondary education levels in Vietnam,
advantages of e-learning traffic safety education, practical road safety
measures for vulnerable road users and the proper way to conduct a road
safety assessment/audit. AIP Foundation shared experiences creating an
e-learning curriculum for safe school zones across Vietnam and will use
the skills learned in this training to deliver our upcoming Slow Zone
Safe Zone Project.

AIP Foundation attends 26th Meeting of the UN Road Safety Collaboration
3-4 October, 2018- Geneva, Switzerland
The
26th meeting of the United Nations Road Safety Collaboration (UNRSC)
was held at the WHO Headquarters in Geneva, Switzerland. Ratanawadee H.
Winther, Chairperson of AIP Foundation Thailand, represented AIP
Foundation at the two-day meeting. About 80 members of the UNRSC
representing governments, international organizations, NGOs, and other
groups convened to help coordinate and spearhead global road safety
efforts.
At
the meeting, updates on several key issues and current work were
provided. Additionally, attendees participated in discussions of
upcoming efforts including the UN Road Safety Trust Fund, the 3rd
high-level Global Conference on Road Safety 2020 in Sweden, the 5th UN
Global Road Safety Week to be launched in May 2019, and the road safety
targets including monitoring and evaluation of the Decade of Action.

AIP Foundation donates 200 helmets to industrial workers in Lai Vu Industrial Zone, promoting transportation law and road safety
23 September, 2018 - Lai Vu Industrial Zone, Kim Thanh District, Vietnam
AIP
Foundation gave 200 youth workers helmets at a program organized by the
Youth Union of Hai Duong Province in the Lai Vu Industrial Zone. The
helmets were given to members of the youth union who are also working in
enterprises in the industrial park that enforce traffic law and road
safety. More than 700 union members attended the program, as did members
of the Executive Board, the Deputy Head of the Central Youth Union
Workers' Union and Youth Union, the Director of Center for Support and
Development of Youth Workers at the Central Youth Union, the Deputy
Chief of People's Committee of Dong Nai Party Committee, and leaders of
the provincial government.

AIP Foundation CEO discusses distracted driving at British Embassy road safety campaign launch
27 September, 2018- Ho Chi Minh City
The
British Embassy in Vietnam launched a new road safety awareness
campaign called #KnowSafetyNoAccidents that focuses on safe motorcycle
driving for tourists and expatriates living in Vietnam. Held at the
Early Years Campus of the British International School in Ho Chi Minh
City and with over 70 people in attendance, the launch event was the
first of many programs that aim at educating British citizens and the
public about motorcycle hazards and safety.
AIP
Foundation CEO Mirjam Sidik was one of the panelists invited to speak
about motorcycle safety in Vietnam and the challenges around driving
them. On the panel, Mirjam discussed recent
awareness campaigns done
by AIP Foundation, their successes, and their challenges. Furthermore,
she answered questions regarding road safety in Vietnam. Alongside her
on the panel were doctors from Cho Ray Hospital and Family Medical
Practice as well as motorcycle shop owners, a road crash victim, and a
representative of the National Traffic Safety Committee. After the
event, Mirjam demonstrated how to wear a helmet correctly for attendees
and rated their helmets based on safety standards.

Related News: Safe Motorbike Riding Campaign launched in HCM City
27 September, 2018- Ho Chi Minh City
The
British Consulate-General in Ho Chi Minh City on September 27 launched a
motorbike safety campaign themed “#KnowSafetyNoAccidents.”
The
campaign aims to raise awareness of riding motorbikes correctly and how
to minimise the risk of serious accidents, and encourage personal
responsibility when choosing to ride a motorbike.
The
World Health Organisation (WHO)’s statistics show that on average one
person dies every hour due to road accident in Vietnam. Motorbike
accidents are the leading cause of death, severe injury and emergency
evacuation of foreigners in Vietnam.

Safety Delivered volunteers promote child helmet use in Hanoi
17 October, 2018 - Hanoi
AIP
Foundation held a helmet handover ceremony at Thanh Tri Primary School,
Hanoi sponsored by The UPS Foundation as part of its
Safety Delivered program. UPS employees in Vietnam kicked off
the company’s annual Global Volunteer Month (GVM) with road safety
demonstrations at Thanh Tri Primary School in Hanoi. The event took
place at the start of the 2018-19 school year and aimed to raise safety
awareness among students, with a special focus on helmet use. UPS
volunteers and youth ambassadors for road safety (YARS) from Hanoi
University and Cong Nghiep University helped the students wear their
helmets correctly in accordance to AIP Foundation’s three steps. The
event concluded with a donation from The UPS Foundation of 1,400 quality
motorcycle helmets to the students.
AIP
Foundation coordinated the event with The UPS Foundation, UPS Vietnam,
the National Traffic Safety Committee (NTSC), the Ministry of Education
and Training, the Department of Education and Training, Hanoi Traffic
Safety Department and Hanoi traffic police. Important representatives
from each organization attending included: members of the NTSC, Hanoi
TSC Hanoi Traffic Police, Hoang Mai Women Association, Thanh Tri Ward’s
People Committee, and UPS Vietnam.

Helmets for Kids provides 500 helmets to primary school students in Binh Xuyen District
24 October, 2018 – Vinh Phuc Province, Vietnam
On 24 October, 2018,
Helmets for Kids gave 500 helmets to students during a helmet
handover ceremony at Ba Hien B primary school in Binh Xuyen District,
Vinh Phuc Province. This is the first time Helmets for Kids has been
implemented in Vinh Phuc Province through the support of Vietnam Garment
Manufacturing Company (VNG) - TAL Apparel, whose factory is located in
Binh Xuyen District. Representatives from the National Traffic Safety
Committee (NTSC), Ministry of Education and Training (MoET), Vinh Phuc
Traffic Safety Committee (TSC), Vinh Phuc Department of Education and
Training (DoET), Vinh Phuc Traffic Police, and journalists attended the
ceremony. A teacher training workshop was conducted in addition to the
helmet handover ceremony.
After
conducting a pre-implementation survey, AIP Foundation found that only
2% of students wear helmets regularly. This low rate, combined with the
complex traffic situation around the school, puts the students at high
risk.
Helmets for Kids provides road safety knowledge and raises
awareness among teachers and students about helmet usage. From this
event, students, parents, and teachers will be better equipped and
protected on the roads and will be able to influence those around them
to wear helmets.

University students participate in
Safety Delivered distracted driving campaign in Ho Chi Minh City
27 October, 2018 - Ho Chi Minh City, Vietnam
Over 1,000 students of the University of Economics Ho Chi Minh City came together for a
Safety Delivered public awareness parade across all 10 campuses
of the university to tackle the issue of mobile phone use among youth
while driving. The slogan of this event was: “Leave your phone alone, or
you could be next!” The event started with road safety games, stage
performances, and a commitment pledge from students and participants to
abstain from mobile phone use while driving. The event concluded with a
parade of 100 motorcycles driven by students and UPS volunteers.
The students and
Safety Delivered road safety ambassadors were excited to be
joined by UPS volunteers, who are working to promote youth distracted
driving knowledge and skills as a part of UPS Global Volunteer Month.
Additionally, representatives from UPS Vietnam, National Traffic Safety
Committee (NTSC), Ministry of Education and Training, Traffic Police,
and the Ho Chi Minh City Traffic Safety Committee were also present.
“UPS
employees are thrilled to be able to give their time and energy toward
such an important youth-driven issue during UPS’s 16th annual Global
Volunteer Month,” said Eduardo Martinez, president of The UPS Foundation
and chief diversity and inclusion officer at UPS. “UPS firmly supports
programs that focus on connecting people and building more resilient
communities. It’s wonderful to see students tackling challenging
community public health issues and engaging with one another on such a
large scale.”

Primary school teachers in Preah Sihanouk commit to enforcing child helmet use
25 October, 2018 - Preah Sihanouk, Cambodia
The
Helmets for Families program supported by Manulife Cambodia,
trained 42 teachers at Hun Sen Krong Primary School on motorcycle helmet
use. Hun Sen Krong Primary School is especially vulnerable, as
approximately 80-95% students commute by motorcycle or bicycle, yet less
than 10% wear helmets. Students and teachers are extremely vulnerable
to road crashes, particularly during rush hour when they are commuting
to and from school. The training focused on the benefits of correct
helmet use for families and community, highlighting teachers must play
an active role to ensure that their students wear helmets every time
they travel by bicycle and motorcycle. The teachers shared their
experiences and brainstormed techniques on how to encourage students to
always wear their helmets. Teachers and coordinators created workplans,
lesson plans and teaching materials to prepare them to take action after
the training. At the conclusion of the training, teachers committed to
putting helmets on their students, no matter the distance or travel
time, when riding on a motorcycle.

Helmets for Families volunteers promote helmet use with road safety murals
26 October, 2018 - Preah Sihanouk
Manulife
employees coordinated with AIP Foundation staff to paint road safety
murals at Hun Sen Krong Primary School. This volunteerism is part of the
Helmets for Families program implemented by AIP Foundation and
supported by Manulife Cambodia since 2012. The murals will be up for the
whole 2018-2019 school year to ensure students correctly wear helmet
during commute to school and travel as motorcycle passengers or as
bicyclists.
Helmets for Families will operate in Preah Sihanouk Province
through 2019. Road deaths have increased by 10% in in the province since
2017, making it the fifth highest province for road crash cases. AIP
Foundation’s goal is to continue increase awareness about the importance
of helmet use for all in Preah Sihanouk Province where there is unmet
need.

AIP Foundation and Save the Children hold stakeholder meeting for the
7% Project in Bangkok
18 October, 2018- Bangkok
AIP Foundation, with the support of Save the Children, held a stakeholder meeting for the
7% Project program to build relationships, promote
collaboration, and gather input from key stakeholders for the
forthcoming activities set to be implemented in the next five months in 8
districts in Bangkok.
At
the meeting, there were 19 participants including teachers, police
officers, and representatives of the Bangkok Metropolitan Administration
(BMA) and district offices such as city law enforcement officers and
officers from the Department of Education and the Department of Traffic
and Transportation.
The
7% Project (2018-2019) is a collaboration between AIP
Foundation Thailand and Save the Children. The project aims to increase
engagement by school authorities to encourage helmet use among children
and families, strengthen the capacity of BMA staff, teachers, community
members, and youth leaders and engage police stakeholders to actively
enforce traffic laws.

Legal Development Program holds Seminar on Safe Motorcycles for young riders
31 October, 2018- Bangkok
The
Legal Development Program (LDP), held the Seminar on Safe
Motorcycles: A Way to Reduce Road Traffic Injuries and Fatalities Among
Young People recently to push for development and implementation of
measures to improve the safety of young motorcycle riders who, in
Thailand, account for the majority of road crashes involving
motorcycles.
In the morning, Thanachart Paliyawate, a
LDP member and legal advisor for the Central Juvenile and
Family Court, joined other panelists including Dr. Thanapong Jinawong,
chief of Road Safety Policy Foundation; Kornvika Boontanont, a
researcher at Child Safety Promotion and Injury Prevention Research
Center; and Supakorn Phobkhuntod, a youth representative, to discuss the
safety of young motorcycle riders in the context of Thailand.
This
was followed by a panel discussion in the afternoon on how to improve
the safety of young motorcycle riders in a sustainable manner. The
panelists included Dr. Liviu Vedrasco, a World Health Organization
representative; AIP Foundation's Oratai Junsuwanaruk,
LDP member Supa Chotngam, the Department of Land Transport’s
Legal Affairs Bureau Director; and Vinai Kitchoke, senior advisor of the
Thai Motorcycle Enterprise Association. In total, the one-day seminar
was attended by approximately 50 participants from across sectors
including secondary school students.
Following
the seminar, AIP Foundation and partners will use input to finalize the
policy recommendations for improving the safety of young motorcycle
riders and submit them to the task force on motorcycle-related crashes.
The
Legal Development Program (LDP) is a collaboration between AIP
Foundation Thailand and the World Health Organization (WHO) aiming to
reduce road injuries and fatalities through legislative improvement.
LDP is supported by the Bloomberg Initiative for Global Road Safety (BIGRS).

Walk Wise program concludes first phase in Nanba with stakeholder meeting
25 October, 2018- Nanba Town, Xuanhan County, China
Together with Xuanhan Natural Gas Office, AIP Foundation organized a stakeholder meeting of
Walk Wise in Nanba Town, Xuanhan County with representatives
from 17 program schools, the Department of Education, the traffic police
department, the Youth League of Xuan Han County, and Chevron China. The
meeting introduced the
Walk Wise program to new schools and wrapped up the first year
with reflection and awards for performance in the program given to
leading schools.
Representatives
from Kunchi Primary school and Nanba Middle school and the traffic
police department also gave speeches about their road safety education
and their project school management experiences. Moving forward, AIP
Foundation will work with Xuanhan Natural Gas Office to visit each
program school to discuss specific program tasks and management issues.
