Dear Friends and Supporters,
Throughout
the month of December, we have been hard at work with training
workshops, program reviews, and international road safety initiatives
across our countries. We held road safety education and capacity
building trainings for police officers in both
Bangkok, Thailand and
Gia Lai Province, Vietnam. We celebrated the
7th National Road Safety Day in China with a launch ceremony and school-wide activities. We traveled to Saint Petersburg, Russia to attend the
FIA Annual General Assembly where we gave a presentation on the creation, enactment, and impacts of Vietnam’s national helmet law.
We also made great efforts in educating teachers and students at the local level. In China, our
Walk Wise program hosted training workshops for over
300 teachers at primary schools across Nanba County. In Cambodia and Vietnam, our
Safety Delivered
Youth Ambassadors for Road Safety
reviewed their work from this year, shared lessons learned and
knowledge, and strategized for the upcoming year. Additionally, we even
had the honor of hosting
Ms. Natalie Draisin of FIA Foundation at our
Helmets for Kids midterm workshop in Gia Lai where she presented to and spoke with teachers, government partners, and students.
We
want to thank you for your support in 2018, without which we would not
have been able to provide lifesaving road safety education initiatives
across Southeast Asia. We look forward to seeing what we can accomplish
together in 2019.

Photo of the month - AIP Foundation recognized for its life-saving helmet work at CARS 2018 Conference in Malaysia

AIP
Foundation Cambodia Country Director, Pagna Kim, and Development
Coordinator, Jimmy Tang, joined road safety policymakers, researchers,
and advocates at the 2nd Conference of ASEAN Road Safety 2018 (CARS)
from 4-6 December in Selangor, Malaysia. Organized by the Malaysian
Institute of Road Safety Research (MIROS), CARS provided road safety
stakeholders with an opportunity to share best practices and discuss
strategies to address the future of global road safety.
At
this year’s conference, AIP Foundation received the 3M Road Safety
Award for Southeast Asia for its helmet safety work in Cambodia through
its program,
Head Safe. Helmet On, which was funded by USAID, FIA
Foundation, and The UPS Foundation. The award was presented to Mr. Kim
and recognizes one organization annually for its significant
contributions to advancing road safety in the region.
Head Safe. Helmet On was implemented from 2014 to 2016 and
aimed to increase helmet wearing rates in target Cambodian communities
through a combination of public awareness campaigns, school-based
education, and government advocacy. The program increased helmet wearing
rates by up to 70 percent at program schools and saved nearly three
million dollars in medical costs across target communities.
Mr. Kim, presented on
Head Safe. Helmet On at CARS, joining representatives from the
Malaysia Ministry of Transport, MIROS, and Nissan as a conference
keynote speaker. Mr. Tang, also presented on
Helmets for Families to share strategies and best practices related to AIP Foundation’s family-based helmet program in Vietnam.

Head First Report featured in FIA Foundation’s 2018 annual report

FIA
Foundation’s 2018 Annual Report just launched, detailing all of the
work FIA Foundation is doing towards engaging young people to tackle the
road safety crisis, negotiating political roadblocks to safety reforms,
creating a child health coalition, and many other successful projects.
The joint report written by FIA Foundation and AIP Foundation,
HEAD FIRST: A case study on Vietnam’s motorcycle helmet campaign,
was featured in FIA Foundation’s 2018 annual report. The report, which
was published in December 2017, explains the case study of a decades
long campaign to increase motorcycle helmet use in Vietnam. It
identifies the challenges faced by road safety campaigners, as well as
the necessary advocacy, education, enforcement measures implemented. It
then looks at the impact of the universal helmet law in Vietnam 10 years
later.

AIP Foundation participates in Alliance Advocates Program in New Delhi
27 November, 2018 – New Delhi, India
AIP
Foundation was one among 21 grassroots road safety NGO leaders from
eight countries in Asia who became part of the newest cohort of trainees
to join the Global Alliance of NGOs for Road Safety’s Alliance
Advocates Program, a growing movement of NGOs that is championing a
low-cost, evidence-based approach to road safety. This is the first time
the Alliance Advocate training has taken place in Asia.
The
trainees, known as Alliance Advocates, learned ways to strengthen their
data, improve project management, and improve advocacy skills through a
practical, innovative demonstration project. NGO leaders collected road
data around a school in suburban New Delhi — using the International
Road Assessment Programme (iRAP)’s Star Rating for Schools methodology —
which were used to identify actions that would radically improve
student safety, and create an advocacy plan. Participants presented
plans to decision makers, including representatives from India’s
Ministry of Road Transportation and Highways (MoRTH), local traffic
police, and the World Health Organization (WHO). This will give
participants firsthand experience of presenting their cases to those
responsible for safer roads in their home countries.
At
the end of the training, as an Alliance Advocate, AIP Foundation’s
Trang Truong will take what she has learned back to Vietnam. This
approach could transform school journeys for millions of children who
risk their lives every day to attend school along dangerous roads in
Vietnam.

AIP Foundation shares work on Vietnamese helmet law at FIA Annual General Assembly
7 December, 2018- Saint Petersburg, Russia
AIP
Foundation and the Automobile Association of Vietnam (AAV) attended the
FIA Annual General Assembly this year in Saint Petersburg with other
Sport and Mobility FIA Member Clubs from around the world.
FIA
President Jean Todt highlighted the growing collaboration between the
two pillars of the Federation – Sport and Mobility – saying that the
close links between the two arms are leading to progress across a number
of key issues.
At
the Assembly, AIP Foundation CEO Mirjam Sidik gave a presentation on
“Head First: A Case study of Vietnam’s Motorcycle helmet campaign” and
10 years of the national helmet law in Vietnam. During the presentation,
Mirjam also discussed advocating for the helmet law, the process of
implementing it in Vietnam, and the estimated costs-savings resultant of
the law over the past decade.

Da Nang University marketing students create helmet wearing public awareness campaigns for Vietnam’s youth
30 November, 2018- Da Nang, Vietnam
Students
in two marketing classes at Da Nang University of Economics developed
mock public awareness campaigns to promote road safety among Vietnam’s
Generation Z as part of a class project. The students used their
marketing knowledge and experience as students to relate to their peers
aged 18-24. Students presented their ideas to the whole class and six
final teams competed for the top three slots. AIP Foundation’s National
Vietnam Program Manager, Phuong Dinh, served as a judge on the panel and
participated in awarding the teams. The teams presented creative and
interactive campaigns with both online and offline components. All final
teams and short-listed teams received Protec helmets and certificates
of appreciation.

Youth ambassadors reflect on two years of program success tackling distracted driving
28 December, 2018 - 4 January, 2019 - Ho Chi Minh City and Hanoi
Youth
Ambassadors for Road Safety (YARS) gathered in Hanoi and Ho Chi Minh
City to discuss lessons learned, share information, and receive
certificates of appreciation for their work with the
Safety Delivered program. The workshops in Ho Chi Minh City
were attended by YARS, coordinators from six program universities, AIP
Foundation staff, and the Ho Chi Minh City Traffic Safety Committee. The
Hanoi workshop was attended by YARS, coordinators from four program
universities, AIP Foundation staff, the National Traffic Safety
Committee, and the Ministry of Education and Training. Each university
was acknowledged for their support and contribution to the program over
the past two years. YARS reflected on the program, voiced strategies for
enhancing more effective program implementation, engaging more YARS and
promoting the sustainability of the
Safety Delivered program.
Safety Delivered worked with 10 universities in Ho Chi Minh
City and Hanoi and engaged thousands of students in its distracted
driving public awareness campaign and and peer to peer education
initiatives.

AIP Foundation facilitates capacity building workshops for Gia Lai traffic police
7 December, 2018- Gia Lai province, Vietnam
AIP
Foundation conducted capacity building workshops for traffic police
officers in Gia Lai province to improve protection of children and
improve child road safety, especially around school zones in the
province.
57
traffic police officers and international road safety consultants from
New Zealand and The People’s Police Academy came together to review the
Slow Zone, Safe Zone project as well as to reinforce knowledge
of key road safety principles. During the two-day training, the officers
learned more about better enforcement and checkpoint patrols; speed and
restraints; and strategies to improve child safety outside schools and
around school zones.
After
the training, Gia Lai traffic police will apply knowledge learned in
the training workshops for better road policing and better handling of
speed violations to improve child road safety in and around school zones
in the program area.

FIA Foundation attends
Helmets for Kids midterm workshop in Vietnam
19 December, 2018- Gia Lai province, Vietnam
AIP Foundation and the Gia Lai Traffic Safety Committee (TSC) organized a midterm workshop for
Helmets for Kids, a Johnson & Johnson supported program. At
the workshop, nearly 120 attendees included: Mr. Pham Hieu Trinh, Chief
of Secretariat of the Gia Lai TSC; Mr. Le Van Hanh of the Gia Lai
Department of Transportation; Mr. Nguyen Van Long of the Gia Lai
Department of Education and Training; Mr. Le Cong Ngoc of Gia Lai
Traffic Police; other provincial-level authorities; and representatives
from 12 program schools (school boards, teachers and parents). At this
workshop, we welcomed Mrs. Natalie Draisin of FIA Foundation to attend
and present.
During
the workshop, all schools shared their thoughts and gave feedback on
the program. This school year, there were three new schools that joined
the program. We found that the helmet use rate has significantly
increased from 23% to 96% at the three new schools. All 12 program
schools also devised strategies to keep the helmet use rate high and to
make child helmet use a sustainable, lifelong practice for all children.
At the end of the workshop, all representatives came on stage and
participated in a commitment signing, promising to always ensure that
their children wear helmets.

FIA Foundation visits AIP Foundation's school-based road safety initiatives in Gia Lai Province
18-19 December, 2018 - Pleiku City, Vietnam

Foundation United Nations Representative and North American Office
Director, Natalie Draisin, joined AIP Foundation for a two-day site
visit in Pleiku City, Gia Lai Province to learn about AIP Foundation's
regional school zone safety work. AIP Foundation has worked to decrease
the number of student road crash fatalities in the region through
Helmets for Kids, which has been supported by Johnson & Johnson in Gia Lai since 2015, and
Slow Zone, Safe Zone, which has been supported by Fondation
Botnar since 2018. Through these programs AIP Foundation works on:
increasing helmet use rates, educating students, educators, parents,
government stakeholders, and the public, modifying infrastructure around
school zones, and advocating for reduced speed in school zones.
The first day began with a visit to Phan Dang Luu Primary School, a
Slow Zone, Safe Zone program school, where construction to
modify the school zone for safer student pick-up/drop-off areas began in
early December. AIP Foundation is working with the Gia Lai Traffic
Safety Committee through
Slow Zone, Safe Zone in a two-year, city-wide effort to reduce
speed in school zones. This will make Pleiku City a model for safe
school zones nationwide. Current activities include modifying school
zones, public awareness campaigns, developing an e-curriculum to educate
students, and working with provincial government to pass legislation
reducing speed in school zones.
Ms.
Draisin joined AIP Foundation for a series of focus group discussion
with students, parents, and teachers at Ly Tu Trong Primary School and a
government stakeholder workshop. The discussions provided community
members with an opportunity to share their personal experiences and
issues related to the road safety environment around their schools. At
the government stakeholder workshop, hosted at the Gia Lai Department of
Education and Training facility, Ms. Draisin joined government
stakeholders by providing remarks on behalf of FIA Foundation.
“Together,
we need to keep building the evidence base, to keep showing the world
how it’s done. I ask you to highlight [road safety] as a priority in
your long-term goals and vision for your community. I ask you to do
this, not just to keep saving lives here, but also beyond your borders,”
said Ms. Draisin.
Since the
Helmets for Kids program began in the region, the number of
crash cases around program schools in Gia Lai schools has also decreased
from 56 cases in 2016 to 20 cases in 2018.

Stakeholders evaluate Cambodia’s road safety progress at annual conference
13 December, 2018- Phnom Penh, Cambodia
AIP
Foundation and the Coalition for Road Safety (CRY) convened an annual
conference on road safety with support and participation of the National
Road Safety Committee (NRSC) and National Police. The conference was
supported by Manulife Cambodia, Cambodia Airports, Royal Cambodian
Limousine Service, Chip Mong Insee, Forte Insurance, Canhomes, and
Mercedes Benz. The conference was attended by over 350 delegates from
the government and private sector. Conference participants exchanged
knowledge and discussed practical strategies to achieve Cambodia’s road
safety goals in support of the WHO Decade of Action for Road Safety.
The
conference highlighted Cambodia’s “Eight Pillars” of road safety using
discussion and information sessions to outline current interventions,
recommendations and current progress toward Cambodia’s road safety
targets. The ‘Eight Pillars’ of road safety include: safe road users;
safe infrastructure; better road safety management; safer vehicles,
improved emergency medical assistance, law amendment and enforcement,
expansive driver licensing and management, and evaluation of passenger
and goods transport services.
The
NRSC led a discussion with stakeholders on effective strategies to
encourage government institutions, civil society organizations, private
sector, youth, and the public to take joint and robust action to reduce
and prevent road crash deaths and injuries. Senior government
representatives who spoke included H.E Sun Chanthol, Senior Minister,
Minister of Public Works and Transport and Permanent Vice Chairman of
the National Road Safety Committee.

Youth ambassadors for road safety workshop end a busy year of activities
17 December, 2018- Phnom Penh, Cambodia
Over
90 participants from AIP Foundation’s partner universities, relevant
government ministries, non-governmental organizations and
representatives from the business sector attended the reflection
workshop to acknowledge and celebrate the achievements of the young
ambassadors on their work and commitment to the program over the past
year. Youth Ambassadors for Road Safety (YARS) from the three partner
universities – Phnom Penh International University (PPIU), University of
Cambodia (UC) and Asia Euro University (AEU) presented at the workshop
to discuss strategies for enhancing the YARS program, lessons learnt,
challenges and to present results and outcomes. This workshop was an
important opportunity to discuss the sustainability of the program,
which ends in December.
The
forum highlighted a year of activities, community outreach, major
events and advocacy for the young ambassadors and each participant
received a commendation from AIP Foundation for their accomplishments.
University facilitators of the program and the universities were also
acknowledged for the support given to the YARS program throughout the
year.
Also
in attendance, H.E Min Meanvy Secretary of State of the Ministry of
Public Works and Transport, a senior representative from Commission of
National Police and a senior representative from the Ministry of
Education, Youth, and Sports, who presented on the impact of the YARS
program.

The 7% Project gives school safety awareness training of trainers for law enforcement
19 December, 2018- Bangkok, Thailand
With
the support of Save the Children, AIP Foundation held a training of
trainers for police and law enforcement officers on school safety
awareness in Bangkok as part of
The 7% Project.
The
training began with presentations by guest speakers from AIP Foundation
Thailand and Save the Children. Then Pol. Col. Surasak Laohaphiboonkun,
along with two
Legal Development Program members Pol. Col. Jinda Klubklaye and
Pisith Wongthiathana, took turns leading the discussion on traffic
management around schools.
Afterwards,
the participants had an opportunity to work in groups to identify the
problems and obstacles of school safety and develop joint district plans
to improve the safety of students while traveling to and from school.
Among the suggestions given were physical environment modifications, use
of technology to improve school drop-off and pick-up, and compulsory
road safety education in schools.
The
one-day training was attended by 48 participants including 20 police
and law enforcement officers, seven education officials and six district
officials from eight districts in Bangkok (Prawet, Pom Prap Sattru
Phai, Wang Thonglang, Min Buri, Yannawa, Bang Kapi, Phasi Charoen and
Don Mueang).
The 7% Project is a collaboration between Save the Children and
AIP Foundation. The project aims to increase engagement of school
authorities to encourage helmet use among children and families;
strengthen the capacity of Bangkok Metropolitan Administration staff,
teachers, community members, and youth leaders; and engage police
stakeholders to actively enforce traffic laws.

AIP Foundation attends launch of WHO’s 2018 Global Status Report on Road Safety in Bangkok
20 December, 2018- Bangkok, Thailand
AIP Foundation attended the launch of the World Health Organization’s 2018
Global Status Report on Road Safety at Grand Mercure Bangkok
Fortune in Bangkok. Despite a slight decrease in the total number of
road fatalities, which now stands at 22,491 per year, motorcycle deaths
remain high and young people aged 15-29 still account for the majority
of the country’s road deaths. Moving forward, responsible agencies will
have to work together to come up with appropriate measures to address
these key areas.

Walk Wise celebrates 7th National Road Safety Day in China
30 November, 2018- Nanba Township, Xuanhan County, China
On
2 December, China celebrated the 7th National Day for Road Safety and
AIP Foundation organized a launch ceremony for the second phase of our
Walk Wise program in celebration of this day. We collaborated
with Xuanhan Natural Gas Office and the Traffic Police Department to
bring together 17 program schools and 10 related governmental
stakeholders to launch
Walk Wise.
At
the ceremony, students gave educational performances on road safety
knowledge to around 3,500 attendees including government
representatives, Chevron, Vice Mayor of Xuanhan County Song Rui,
parents, teachers, and students across all 17 program schools. The
Traffic Police Department also selected 20 students to assist them in
guiding traffic at intersections in Nanba town where road safety flyers
were also handed out to drivers and pedestrians in the community with
the hopes of increasing everyone’s knowledge.
Additionally,
we kicked off a Walking School Bus at the launch ceremony wherein 13
program schools will organize students walking in the form of a school
bus with road safety messages and signs to share around their school
communities. With the increase of road crashes in China, road safety has
become a focus on social media. Banners with road safety message were
already prepared around the program schools and in major towns where our
Walk Wise program schools are located.
The
theme of this year’s National Road Safety Day is to pay more attention
to detailed road safety behavior, rather than to focus on general road
safety. In order to stay safe, it is necessary for pedestrians and
drivers to stay alert and focus on details of driving and walking.
National Road Safety Day is the most important platform to advocate to
road users to focus on their travel habits to improve the road safety
for all.

Walk Wise hosts training workshops for over 300 teachers
13 December, 2018- Nanba Township, Xuanhan County, China
As part of the
Walk Wise program, the AIP Foundation China team worked with
the education department in Nanba Town to organize five workshops for
312 primary and middle school teachers in order to provide them with
road safety education training and curricula.
With
the support of Mr. Li, a consultant and facilitator from Southwest
University China, AIP Foundation staff conducted these training
workshops to emphasize what is road safety education and the importance
of delivering it.
At the training workshops, information about
Walk Wise was provided in addition to real-world examples of
traffic crashes in China’s recent history and road safety education
practices in other countries. Teachers were encouraged to integrate road
safety education into their lesson plans proactively.
Interactive
games and activities were played to facilitate the training as well as
to give teachers opportunity to connect, think actively, and apply road
safety education into their own teaching. AIP Foundation also shared
road safety educational materials including a teacher’s handbook and
other materials. With these training workshops conducted, AIP Foundation
will monitor road safety education at each of
Walk Wise‘s program schools and provide support where needed.
